HAMPSHIRE COUNTY COUNCIL OPERATION RESILIENCE

As part of the annual programme of works being undertaken by Operation Resilience we will shortly be undertaking surface dressing maintenance treatments to extend the life of the highway network at various locations within your divisions.

This treatment seals the pre-surface dressing patching works, preserves the existing surface and will follow the existing profile of the road. The process is fast, efficient, sustainable and extremely effective in prolonging the life of the carriageway, by preventing water ingress and improving grip.

We need to continue to deliver these works during the Covid 19 outbreak to ensure that the roads are in the best possible condition for when the restrictions are lifted and traffic volumes return to normal.

The works are now in a programme which is due to start in the next 3 to 4 weeks. Please see below the list of sites that are programmed with current proposed start dates:

We are still in the months where inclement weather can be an issue and works programmes are more susceptible to change. There may be times when we have to postpone works at very short notice; based on the latest weather forecasts, this can occur just prior to works commencing. We will always look to provide up to date information wherever we can, but sometimes these last minute decisions can be difficult to relay to the travelling public in a timely manner. When we can, any significant changes to the scheduled dates will be made clear on the yellow sign boards located at the works limits.

Access for residents and businesses will be maintained when possible and safe to do so, pedestrian access to properties will not be affected, and emergency vehicles will have access at all times.

Information signs advising road users of the works will be erected before the start of works. A letter will be sent to local residents and businesses, and an email will be sent to Test Valley Borough Council and the local Parish Offices to advise them all accordingly.

Chairman’s report 2019/2020

CORVID 19

Due to this pandemic normal life has been put on hold for the time being. It will take time to get back to normal. We cancelled our March meeting as we wanted to safeguard all who attended. The government put us on lockdown, we will not be having our usually Annual Parish Assembly in April or our Annual General Meeting in May. Our thanks go to the Thorngate Village Care Group, they are working extremely hard in these trying times to make sure that no one feels left out. They would do anything that is needed to make sure that you do not feel alone at this time. Thank you also to the many people that help within the village, making sure that neighbours are kept safe and well. Please stay at home unless you work, exercise or shop for yourself or your neighbour.

Butts Green

We now have planning permission for the dragon’s teeth around the green, a parking area and we will install seats and benches. We will plant some trees around the seats, so you are able to sit in the shade while you enjoy the green. The last time that the green had any major change to it was back in the early 70’s. We have taken care to see that any work we do is to look after the green and make it a pleasant place to be. Our thanks to the Lockerley Green Preservation Society [LGPS] for their help.

Tim Iles Playground

As you know the playground equipment has started to be erected. Once the lockdown is lifted and we can get back to a sort of normal life we shall arrange an opening of this site. Our thanks go to the ladies of the fund-raising team who raised the money needed to see this project through. I’m sure the parish will agree with me that this was a monumental challenge, but their dedication won through.

Lengths man scheme

Under Jane’s leadership, controlling this has seen a marked improvement within our parish. If anyone thinks that this service can improve something, please let us know. Thank you, Jane.

Bench at Tote Hill

The Parish Council brought and installed a bench in the memory of Barbara Boby on the green at Tote Hill, thank you to all that attended.

I would like to thank all the councillors for their work over the past year and specially to Sue our clerk, thank you and please stay safe
